Data Collection Tools

Several data collection tools are utilized for management of misconduct in the United Nations field missions and other Secretariat entities:

1. Case Management Tracking System (CMTS)


CMTS is a global application used by the Conduct and Discipline function to manage the full lifecycle of case management. It encompasses complaint receipt, assessment, investigations, and disciplinary or accountability measures. CMTS has a number of dedicated modules within:

  • Complaints Module

    The Complaints Module is used for recording, tracking, and reporting all instances of potential misconduct including both Sexual Exploitation and Abuse (SEA) and non-SEA. The complaints module is the source for the data indicated here https://admin.unmissions.org/en/conduct/non-sea.

  • Sexual Exploitation & Abuse (SEA) Module

    The SEA Module is a component of CMTS, which specifically tracks case management for allegations related to sexual exploitation and abuse. This system is centrally managed by the Conduct & Discipline Service at the United Nations Headquarters.   • Member State Module (MSM)

    MSM is a component of CMTS that provides Member States with detailed information on misconduct complaints involving their military and police personnel. Its goal is to provide Member States with access to information about the progress of cases involving their personnel and take necessary action.

  • Vetting

    CMTS also facilitates vetting for uniformed and civilian personnel to verify that personnel to be deployed do not have a history of misconduct in previous service in the United Nations Secretariat.

2. Victim Assistance Tracking System (VATS)


VATS is a secure, electronic database with limited access, designed to record, track, and coordinate assistance provided to victims of sexual exploitation and abuse. It includes records of paternity claims, referrals, services, and follow-up communications. VATS is used by designated focal points and senior victims’ rights officers. 3. ClearCheck


ClearCheck is a highly secure online platform that serves as a centralized database, drawing data from CMTS when it relates to specific records of the United Nations Secretariat entities. It enables United Nations entities to share system-wide information on individuals with records of misconduct, where allegations have been substantiated.
